
Background information: The EU's carbon dioxide emissions monitoring report requires that all ships with a total tonnage of 5000 or above at European ports should submit a monitoring plan to the classification society before the end of 2017. Emissions data should be reported from 2018. Ships with hazardous substances need to be certified from 2020.

- Provide training to facilitate enterprises to understand EU MRV regulations Formulate MRV Guide, give ship owner suggestions on development of monitoring plan, plan execution and report etc.
- Evaluate whether the monitoring and calculating method of existing data meet the requirement. Assist in working out improved plans. Assist to establish a data collection system for the implementation of the decree and build up an integrated data collection platform. On one hand this can prepare for the implementation of MRV regulations. On the other hand, it can accurately record the electronic operation data, which is convenient for unified management and analysis of the performance of the fleet
- Collect relevant data based on the existing ship energy efficiency online intelligent management system, ship energy efficiency data management system and EEDI/EIV computing power, and create voyage and annual monitoring report data to meet the EU MRV monitoring and reporting requirements. Provide a reliable basis for the subsequent verification, and reduce the cost for MRV implementation.
